Will I be able to register a domain the day it expires?

According to who-is info, I have obtained information on a domain that I want to own. It's my name, nothing popular. This domain has been dead, as in, the owner hasn't put anything on the web, just owned the domain. UNTIL 1/23/09!!!! That is when this domain expires. I already own a domain, and know that you can have your domain company "auto-renew" your domains, which if he did have that in this case, I don't think I would have a chance at it.

When does this domain expire on 1/23/09, and will I be able to register it the day it expires IF he doesn't have auto-renew enabled?

According to ICANN, deleted names can be available for resale immediately, but can be held for as long as 45 days.

So, you can try on the day after expiration to see if it is available. If it's not available, and the expiration still reads 1/23/09, you can try every day for 45 days until it's available for purchase.

If you can, use the same registrar it is currently registered with.

Quick but important question:

Does your domain have the word tech in the name.
