usually asap if it is not re-registered the domain register will be looking to make money on that particular domain.
You go through an agent to get a domain - get the agent to register it for you ASAP. If it's expired and the owner isn't renewing it's available now. But the registrar works on a first come - first served basis - so get in and grab it.
The time taken for an expired domain name to become available again for registration depends upon the the domain name's registrar. normally it may take 45 days to get it back for registration.
